ABOUT APDRP  :
Accelerated Power Development Programme (APDP) had been undertaken from the year 2000-01 as a last means for restoring the commercial viability of the Distribution Sector. Since incentive financing is proposed to be integrated with the existing investment programme to achieve commercial viability of SEBs / Utilities and link it to the reform process, the original APDP was rechristened to Accelerated Power Development & Reforms Programme (APDRP) during 2002-03.

The Objectives of APDRP are :
1. Improving financial viability of State Power Utilities
2. Reduction of AT & C losses to around 10%
3. Improving customer satisfaction
4. Increasing reliability &quality of power supply

Accelerated Power Development and Reform Programme as Six Level Intervention Strategy for Distribution Reform to..
1. Reduce AT & C losses.
2. Bring about Commercial viability in the Power Sector.
3. Reduce outage & interruption.
4. Increase Consumer Satisfaction.

Commercial Intervention:
1. Energy meters on DTs & Consumers .
2. Energy audit and accounting at all levels .
3. Energy meters on feeders.

Technical Intervention:
1. 100% metering (Tamper proof).
2. Installation of Capacitor at all levels .
3. Computerisation of billing.

Administrative Intervention :
1. 11 kV feeder as profit centre.
2. SE designated as CEO .
3. JE designated as feeder Manager.

APDRP SUMMARY :
1. Sanction:
Altogether 24 District towns are in Jharkhand State. The MoP, GoI had sanction total Rs. 444.83 Cr. under eight schemes.

B).Execution under Process:

 

The Board has approved the proposal for the work of Ranchi (Phase II), Ramgarh, Khunti, Pakur and Sahebganj town. The work orders have been issued in the month of July'08 except Pakur & Sahebganj which is under consideration of judicial. These works will be completed by March'09. The total cost for these towns comes to Rs. 83.00 Cr (Approx.).

The proposal for the work of Netarhat, Koderma, Jhumaritilya, Dumka (Phase II), Daltonganj, Garwa, Latehar, Chas, Katras and Jharia are likely to be got through in the next Board meeting in Sept'08. These works will be completed by March'09. The total cost for these towns will come around Rs. 70.00 Cr (Approx.).
